土地基金在城镇化进程中的利弊分析与对策探讨——以深圳市为例

摘　　要：土地基金的征管与土地收益分配问题,是土地制度改革以及城镇化推进的核心问题。本文基于深圳市2007-2017年国有土地收支数据,对土地基金的来源、变化趋势和收益分配进行定量分析,总结目前深圳市土地基金制度和城镇化推进政策特征,探讨目前深圳市现行土地基金在城镇化进程中存在的问题与对策建议,为国内其他经济相对发达城市土地制度改革和推进城镇化进程提供理论和实例借鉴。Land acquisition and revenue distribution is the core issue of land system reform and urbanization.Based on the data of state-owned land revenue and expenditure in Shenzhen from the year from 2007 to2017,this paper analyzes the source,trend and income distribution of land funds quantitatively,summarizes the current characteristics of Shenzhen land fund system and urbanization promotion policy,and discusses the problems and countermeasures of the current land fund system of Shenzhen in the process of urbanization,which provide theoretical and practical references for the reform of the land system and the promotion of urbanization for other relatively developed cities in china.
