大型水电工程建设征地移民安置竣工验收的若干思考

摘　　要：移民安置竣工验收是检查移民安置规划实施结果的重要手段,是评估移民安置的有效途径,我国大型水电工程建设征地移民安置竣工验收即将进入高峰期。以西南某大型水电工程为例,总结建设征地移民安置竣工验收面临的普遍性问题,提出应通过出台相关管理办法、加强实施阶段补偿费用管理、履行各方职责,才能进一步推动大型水电工程建设征地移民安置竣工验收。The completion acceptance of resettlement project is an important means to check the implementation results of resettlement planning,and is an effective way to evaluate resettlement project.The completion acceptance of land acquisition and resettlement project for large hydropower projects in China is about to enter the peak period.Taking a large-scale hydropower project in Southwest China as an example,some general problems faced in the completion acceptance of land acquisition and resettlement project are summed up,and it is also proposed that some measures of introducing relevant management regulations,strengthening compensation cost management in implementation phase and fulfilling the responsibilities of all parties should be implemented for further promoting the completion acceptance of land acquisition and resettlement project for large hydroelectric projects.
