辽宁供给侧结构性改革财政政策研究

摘　　要：结构是经济发展的重要因素,科学合理的结构促进经济增长,反之则起抑制作用。由于没有及时进行产业优化和升级,辽宁在供给侧结构方面存在以下几个问题:缺少具有竞争力的高新技术和高附加值产品,低端产品产能过剩,实体经济成本居高不下,政府企业债务过高,房地产库存化解困难。政府需要进一步深化供给侧结构性改革,增加市场有效供给,调整财政政策的社会经济功能,使其在供给侧结构性改革中大有作为。Economic structure is an important factor of economic development,scientific and rational structure promotes economic growth.Otherwise,it inhibits economic growth.Due to the lack of timely industrial optimization and upgrading,Liaoning has the following problems in terms of supply-side structure:lack of competitive high-tech and high value-added products,overcapacity in low-end products,high costs in the real economy,high debts of government enterprises,and difficulties in resolving real estate inventory.We need to further deepen supply-side structural reform,increase effective market supply,adjust the social and economic functions of fiscal policies,and make them play a significant role in supply-side structural reform.
