金砖国家信用评级机构合作之现状、困境与出路

摘　　要：信用评级机构合作是金砖国家参与全球经济治理体系改革的重要途径。金砖国家信用评级机构发端于国内外经济改革,驱动力来自金融危机的影响。成员国信用评级机构在合作进程中抓住双边协作机会窗口,组建多边合作公司,改进传统评级标准流程,推动全球经济治理变革。然而,合作也面临竞争压力增大、新旧协作交织分散注意力、诉求有所侧重而形成错配、评级条件严苛、主要股东违背独立原则以及公司整体战略方向模糊等现实困境。进一步助推金砖国家信用评级机构合作,应做到:细分市场,挖掘合作亮点;灵活合作,凝聚合作共识;搭建修复矛盾错配的桥梁;放宽市场准入门槛要求;建立机制提升水平;实现战略契合协作发展。Credit ratingagencies’cooperation is an important way for the BRICS to participate in the reform of global economic governance system.The BRICS credit ratingagencies that originated form memberstates’domestic and international economic reform were created in response to the financial crisis.In practice,the agencies seized the opportunity of bilateral cooperation and formed two multilateral cooperation companies.Meanwhile,they improved traditional rating standards as well as processes and promoted global economic governance changes.However,the cooperation is also faced with obstacles caused by intensified competition pressure,complication of new and old collaboration modes,mismatch out of different appeals,harsh conditions to enter the rating market,major shareholders’violation of independence and fuzzy overall strategies of the companies.In order to further promote the BRICS credit rating agencies’cooperation,it is necessary to develop market segmentation to explore foci for cooperation, enhance collaborative flexiblyto build consensus, set up a bridge to repair contractions, easy market entry requirements,establish measures to increase the level of independence and design strategies that fit theBRICS cooperation mechanism.
