我国反恐国际合作机制构建

摘　　要：国际恐怖主义的泛化、境内外恐怖主义对国家总体安全的威胁及“一带一路”建设等亟待深化反恐的国际合作,以形成打击恐怖主义犯罪的合力。但由于文化和法律制度的差异、各国的利益诉求不同、政治信任度不够以及反恐国际合作立法方面的不足等,阻碍了反恐国际合作。应强化联合国在反恐国际合作机制中的核心作用及各国政府在反恐国际合作中的责任,建立反恐怖预防性法律机制与反恐刑事司法合作机制,开展打击网络恐怖主义的合作,完善国内法规,促进国际合作发挥实效。The generalization of international terrorism,the threat of domestic and foreign terrorism to the overall national security and the construction of the"Belt and Road",urgently call for deepened international cooperation in fighting against terrorism so as to form a joint force to crack down on terrorist crimes.However,due to differences in culture and legal system,different interest demands of different countries,lack of political trust and lack of legislation on international anti-terrorism cooperation,international anti-terrorism cooperation is hindered.Therefore,efforts should be made to strengthen the central role of the United Nations in international counter-terrorism cooperation mechanisms and the responsibilities of all governments in international counter-terrorism cooperation,establish a preventive legal mechanism against terrorism and a criminal justice cooperation mechanism against terrorism,carry out cooperation against cyber terrorism,improve domestic laws and regulations,and promote effective international cooperation.
