摘 要:新时代领导干部决策情境和模式发生了显著变化,从而对其能力素质提出了更多、更高的要求。逆境中的决策增多、利益再分配决策增多和执行中的再决策增多是新时代领导干部决策情境的三大特点。因社会变迁引发的认知冲突、价值冲突和制度冲突是新时代领导干部决策能力发展的现实约束。如何因时制宜、辩证认识上述三种冲突并在实践中取得恰当的平衡,是新时代提升领导干部决策能力的重点和难点。为此,必须从苦练内功、开门决策、依法决策、技术赋能等方面着力。In the New Era,while decision-making situations and patterns have changed significantly for leaders,more and higher requirements have been put forward for their ability.There are three major characteristics of decision-making situations for leaders in the New Era:the increase of decision-making in adversity,the increase of decision-making for profit redistribution and the increase of decision-making in execution.The cognitive conflicts,value conflicts and institutional conflicts caused by social changes are the practical constraints for the development of the decision-making ability of leaders in the New Era.How to adjust measures to differing conditions,how to dialectically understand the conflicts mentioned above and how to balance in practice are keys,but also difficult for leaders to improve the decision-making ability.To improve the ability,leaders must practice the skill hardly,open the door while decision-making,make decision in accordance with the law,and improve the skill in other aspects.
