摘 要:为了考察农地产权制度模糊不清的情境下,农地流转和契约稳定性对土地质量改善行为的影响,并提出相应的政策建议。该文利用OLS模型及762户苹果种植户的调查数据实证检验农地流转、契约稳定性与土地质量改善行为的关系。结果发现:1)农地流转扩大经营规模,摊薄保护性投资成本,促进农家肥投资;2)与自有地相比,租赁地抑制农家肥投资;3)流转租金越高,越有助于及时收回保护性投资成本,促进农家肥投资;4)农地流转获得村集体批准或备案,促进农家肥投资。研究结果表明:土地质量改善收益大小取决于经营规模,而收益可得性取决于地权稳定性。因此,应完善农地确权改革配套措施,强化农地确权政策执行监管;规范农地租赁契约及其条款,积极培育农地租赁市场;充分发挥村集体及其领导者的作用。How to improve land quality is still a big challenge for most of developing countries.Theoretically,whether farmers are willing to improve land quality depends on the size and availability of the benefits of improving land quality.And farmland is a kind of immovable property whose financial return period is relatively long,which means that tenure security can affect the security of residual claims for those farmers who rents farmland.More importantly,the system of China’s farmland property rights is ambiguous resulting in tenure insecurity,which may hinder the development of farmland rental markets and discourage agricultural long-term investment.However,in the context of ambiguous system of farmland property rights,perfect farmland rental contracts are important because these contracts improve the expectation of tenure security.Thus,this paper attempted to examine empirically the influencing mechanisms of farmland transfer and the stability of farmland rental contracts on behaviors of improvement of land quality using OLS model and survey data from a 762 household-level and 1163 plot-level survey in apple production areas of Shaanxi and Shandong province.To ensure the precision of conclusions,we used PSM model,IV method,quasi-natural experiment method and plot-level survey data to solve the endogenous issue.Thus,the empirical results indicated that:1)farmland transfer could be conducive to expanding farm size and decreasing the costs of the investment of land conservation,which encouraged the investment of farmyard manure and consequently improved land quality;2)compared with owned plots,the risk of property rights in rented plots was usually higher,which inhibited the investment of farmyard manure;3)higher rents of farmland transfer were conductive to obtaining the returns on the improvement of land quality in time,which encouraged the investment of farmyard manure;4)farmland transfer approved by village collectives could encourage the investment of farmyard manure.According to the abovementioned empirical re
