限制开发背景下林业生态扶贫路径探析——以福建省欠发达山区为例

摘　　要：我国大部分欠发达地区与生态功能区呈显著的耦合关系,被划入限制开发的生态功能区时常陷入“贫困-生态破坏-限制开发-贫困”的恶性循环。突破“生态致贫”的窘境,践行“绿水青山就是金山银山”的发展理念需要探索一种统筹兼顾的生态扶贫路径。基于2015年福建省24个欠发达乡镇486位林农林业经营行为和决策的微观调研数据,采用二元Logistic模型,分析有助于提高林农脱贫概率的因素。结果表明:家庭经济林种植面积、林下经济收入和其他收入可显著提高林农脱贫概率。调整林业产业结构,生产特色林产品;完善林地流转制度,明晰产权,发展集约化林下经济;创新林业生态发展体制,推广新型林业经营模式等路径是未来实现林业生态扶贫的发展方向。本研究旨在探索创新的林业发展路径,对生态建设和扶贫事业实现双赢具有重要的现实意义。Most of the underdeveloped areas in China have a significant coupling relationship with eco-functional zones.The eco-functional zones classified as restricted development often fall into a vicious circle of poverty-ecological destruction-restricted development-poverty.To break through the predicament of eco-poverty and practice the development concept‘lucid waters and lush mountains are invaluable assets’,we need to explore a comprehensive ecological poverty alleviation path.Based on the micro-survey data of forestry business behavior and decision-making of 486 forestry farmers in 24 underdeveloped townships in Fujian Province in 2015,the factors contributing to improving the probability of forestry farmers’poverty alleviation were analyzed by using the binary Logistic model.The results showed that the planting area of family economic forest,underforest economic income and other income could significantly increase the probability of poverty alleviation of forest farmers.The development direction of forestry ecological poverty alleviation in the future is to adjust the forestry industrial structure and produce the characteristic forest products,improve the forest land circulation system,clarify theproperty rights and develop the intensive underforest economy,innovate the forestry ecological development system and popularize the new forestry management mode.This paper aimed to explore the innovative forestry development path,which has important practical significance to achieve the win-win between ecological construction and poverty alleviation.
