摘 要:“7·5”事件对我国反恐形势影响深远。10年来,中国反恐实现了跨越式发展,确立了指导思想,健全了法律体系,推进了主体建设,完善了制度措施,取得了坚持党的领导、依法反恐、先发制敌、标本兼治、专群结合、统筹兼顾、开展国际合作等经验。文章认为反思我国10年反恐历程,反恐怖斗争仍然存在观念选择陷入二律背反、反恐格局在内地异化、官方反恐主体履职能力偏弱、民间反恐主体参与反恐设计不当等问题;未来我们应优化反恐观念,探索地方反恐办实体化运作,实施主体机构双轨制改革,提高反恐研究的务实性和精准性。The“7·5”incident has made a far-reaching impact on China's anti-terrorism situation.In the past ten years,China has achieved great-leap-forward development in anti-terrorism,established guiding ideology,improved the legal system,promoted the construction of the main bodies,improved the institution and measures,and gained experiences,such as adhering to the leadership of the Party,fighting terrorism by law,dominating the enemies by striking first,addressing both the symptoms and root cause,combining the efforts of specialists and the masses,taking into overall consideration and developing international cooperation.At present,there are still some problems in the anti-terrorism struggle,such as the antinomy in choice of concept,the alienation of the anti-terrorism pattern in the middle and eastern area,the weak ability to perform functions of the government as main body in anti-terrorism,and the improperly design of participation of civil anti-terrorism subjects.In the future,we should optimize the concept of anti-terrorism,explore the substantive operation of local anti-terrorism offices,implement the dual-track reform of main bodies,and improve the pragmatism and ingenuity of anti-terrorism research.
