工学结合实践基地“三线一新”管理思路研究:以石油工程技术专业实践基地管理建设为例

摘　　要：为实现校企深度融合、工学结合实践基地的发展,急需完善与更新高校实践基地管理思路的研究与探索。以石油工程技术专业实践基地管理建设工作为例,结合国家十三五规划的创新发展战略,将环境影响评价改革方案的指导方针融入高校实践基地管理体系,打造实践基地能源与环保协同发展理念,从安全、环保、创新发展等角度,提出了高校实践基地“三线一新”的管理思路。建立安全红线、环保底线、持续发展上线以及创新管理机制四位一体的管理体系。“三线一新”管理体系大大加强了学生及教师的安全意识、环保意识、创新意识的培养,在高校实践基地创新发展与规范化管理体制的建立进程中起到了重要作用。In recent years,colleges and universities have started to implement the mission of enterprising type of talents with pioneering spirit and practical ability.As the school-enterprise cooperation model matures,the society requirement of high-skilled innovative talents is growing year by year.As practice teaching base construction is the hardware of practice teaching,the importance of practice teaching base is increasing in the university education system.Based on the country’s 13th Five-Year Plan of innovation and entrepreneurship development strategy and reform program of environmental impact assessment,this paper proposes the new mentality on the practices base construction of petroleum engineering specialty.Research ideas of practice base combine energy resources with environmental protection,which contain environment and innovation and safety.The research idea of practice base is called“three lines and one innovation”for short,which contains security red line,environment bottom line,sustainable development online and one innovation mechanism.The implementation of research ideas has cultivated and strengthened the security awareness,environmental awareness and innovation consciousness of college teachers and students.The research ideas have some reference for the innovative development and the normalized building of practical teaching base in colleges.
