摘　　要：新型研发机构在遵循科学研究规律的基础上发展而成,需要兼顾市场竞争规律,以市场为导向、以创新为动力、以产业化为发展目标,推动科学发现、技术发明、产业发展三桨联动,形成科研突破与经济发展协同并进的良好局面。苏粤地区作为新型研发机构建设的领头羊,其发展过程体现了新型研发机构的一般发展共性,如机构组织框架多元化、科技研发方向前沿化、科技研发活动高效化、发展政策环境宽松化、机构发展方式特色化等,但同时也存在着地区发展不均、界定标准模糊、造血机制缺乏、人才引进过度等不足,实践中应从平衡机构布局、明晰机构定位、形成政策合力、改善资金管理及集聚高端人才等方面推动我国新型研发机构的发展,助推经济社会可持续发展。New R&D institutions develop based on following the laws of scientific research.They need to take into account the market competition law,take market as orientation,innovation as motive,and industrialization as the development goals,promote the linkage of scientific discovery,technological invention,and industrial development,and form a good situation in which scientific breakthroughs and economic development go hand in hand.As a leader in the construction of new R&D institutions,the development of Jiangsu and Guangdong reflects the general development commonality of new R&D institutions,such as the diversity of institutional organization framework,the frontier of R&D direction,the high efficiency of R&D activities,the loosening of development policy environment,and the characteristic institutional development methods,but there are also deficiencies such as imbalance in regional development,vague definition standards,lack of hematopoietic mechanisms,and excessive talent introduction.In practice,it is necessary to balance organization layout,clarify institutional positioning,form policy synergies,improve fund management and converge high-end talents to promote the development of China's new R&D institutions,and promote sustainable economic and social development.
