摘　　要：中美经贸摩擦是中国经济规模不断增长引起的中美竞争加剧所致,中美价值链竞争折射出的是两国经济竞争的本质和根源。中国和东盟在全球价值链中既有竞争又有合作,在上游受美欧日技术溢出影响较大,在下游相当程度受美国市场需求影响的现状下,中国-东盟区域价值链体系远未形成。中美经贸摩擦加速了价值链从中国向东盟的转移,严重扭曲了中国与东盟在全球价值链中的贸易与投资。东盟拥有承接价值链转移的经济增长和劳动力数量优势,但在劳动力素质、内部资本形成和基础设施条件上仍显不足,充满不确定性。东盟可作为中国构建区域价值链体系的优先对象,中国可通过主动构建与东盟的区域价值链体系以积极应对中美经贸摩擦的影响,但需处理好GVC、RVC和NVC的关系,同时重视长期战略和短期策略,整合好“一带一路”、RCEP和CAFTA等合作机制,并推动投资保障机制和贸易开放政策的落实。Sino-US trade frictions are the result of the bilateral competition stemming from the growing of China’s economy size.The competition in GVC between China and the US is the essence and root of economic competition.China and ASEAN have both competition and cooperation in GVC.Under the upstream that relying on the technology export of Europe,the United States and Japan while the downstream relying on the market demand of the United States.The Sino-ASEAN regional value chain system has not formed.Sino-US trade frictions accelerated the move of value chain from China to ASEAN and seriously distorted trade and investment between China and ASEAN in the GVC.ASEAN has the advantages of rapid economic growth and abundant labor force to undertake value chain transfer,but it still lacks the quality of labor force,internal capital formation and infrastructure conditions.ASEAN is the priority object of building regional value chain for China.China may actively build Sino-ASEAN regional value chain system to face the challenges brought by the Sino-US trade conflicts.For the purpose,China has to properly deal with the relationship between GVC,RVC and NVC,make long-term strategy and short-term strategy,play the role of Belt and Road Initiative,RCEP and CAFTA,build investment guarantee mechanism and implement trade opening policy.
