摘　　要：近些年来,基层党组织建设虽得到普遍加强,但党小组作用弱化现象并没有实质性改变,存在党小组划分不科学,职责不清,政治功能弱化,活动不规范、不正常,服务群众能力下降等问题。其原因与社会转型加快,外部环境变化,党组织自身建设滞后、党员主体归属感不强密切相关。必须从完善制度、优化党小组设置、选优配强党小组长、强化激励保障等多管齐下,让党小组落地生根,切实发挥党支部战斗堡垒的基石作用。In the recent years,the building of grassroots party organizations has been widely strengthened,but the phenomenon of party groups being weakened has not been substantially changed.There still exist problems such as unscientific division of party groups,inexplicit definition of responsibilities,weakened political functions,abnormalities in holding activities,decrease of abilities to serve the masses,and so forth.The causes are closely related to the accelerated social transition,change of external environment,lag of party organization building,and weakened belongingness of party members.We must take a combination of measures like perfecting institutions,optimizing the setting of party groups,appointing competent chiefs of party groups and strengthening stimulus and guarantee,so as to make party groups deeply root into the soil and bring the footstone role of party groups as fighting bastions into real play.
