摘 要:大连市在产业发展过程中,逐步提高新能源产业发展比重,目前已成为全国风力发电设备最大的生产基地。随着科技创新,新技术新材料的应用,新能源汽车、核电、光伏产业、新材料等绿色产业也成为大连经济发展新的增长点。多数学者认为金融政策的支持和激励是促进新能源产业发展的重要推动力。本文从金融工程角度入手,通过系统分析大连新能源产业发展的制约因素,利用产业集成分析方法,以产业价值链研究为基础,以产业融资体系为核心,以风险控制体系和产业管理体系为保证形成金融工程支持的总体框架,重点突出政府政策对新能源产业发展的支撑作用,并对现行产业发展实施现状及效果进行评价,进一步完善金融工程支持下的新能源产业可持续发展。Dalian steadily increases the proportion of the new energy industry in its industrial development.It has now become China’s largest production base for wind energy-based power generation equipment.The introduction of innovations in science and technology and the application of new technologies and materials have made the likes of new energy vehicles(NEV),nuclear power,photovoltaic solar(PV)and new materials new sources of economic growth for Dalian.The bulk of scholars believe that the support and stimulation of financial policies drive the development of the new energy industry.This article systematically analyzes the factors that restrict the development of Dalian’s new energy industry from the financial engineering perspective using the analytical approach of industrial integration.Based on research on the industrial value chain,focusing on the industry financing system,and guaranteed by the risk control system and the industry management system,it develops the overall framework of financial engineering support,highlights the support that government policies give to the development of the new energy industry,and assesses current industrial development with the view of maintaining the sustainable development of the new energy industry with the support of financial engineering.
