城市群的演进规律和一体化发展特征分析

摘　　要：当前我国经济由高速增长阶段转向高质量发展阶段,需要通过城市群的一体化来带动区域协调并释放经济发展新动能。基于城市群发展的相关理论,对城市群的形成和演化规律进行阐释,并在“结构-联系-共享”的框架下分析城市群一体化发展的内在特征。作为城市化和工业化发展到高级阶段形成的一种空间组织形式,城市群的形成是区域空间从无序均衡到中心-外围再到多中心多外围复合网络式发展的过程,城市群从而成为特定空间内由不同规模等级的城市在分工与协作基础上形成具有密切联系的一体化功能区域,会伴随着要素和资源在市场规律下的自由流动与优化配置,而合理的空间和产业结构、密切的经济和生态联系、资源和服务的共享正是城市群发育的内在属性特征。对于城市群一体化发展,未来可以从规划引领、利益协调、都市圈建设、多元主体参与等方面进行推进。At present,while China's economy is switching from the high-speed growth stage to the high-quality development stage,it is necessary to promote regional coordination and release the new dynamic of economic development through the integration of urban clusters.Based on the related theory of urban group development,this paper explains the formation and evolution of urban clusters,and analyzes the inherent characteristics of the integrated development of urban clusters under the framework of"structure-linkage-sharing".As a form of spatial organization formed in the advanced stage of urbanization and industrialization,the formation of urban clusters is the process of regional space from disorderly equilibrium to central-peripheral and to multi-center and multi-peripheral composite network development.Thus the city cluster becomes an integrated functional area with close connection on the basis of division of labor and collaboration of cities of different scales in a particular space,which will be accompanied by the free flow and optimal allocation of elements and resources under the laws of the market,while reasonable space and industrial structure,close economic and ecological ties,sharing of resources and services is the inherent attribute of urban cluster development.For the integrated development of urban clusters,the future can be promoted from the aspects of planning guidance,interest coordination,urban circle construction,multi-subject participation and etc.
