摘　　要：城市人居环境是一个复杂的系统,每一个城市人居环境都是一个巨型的有机体。人居环境规划建设是一种可以兼顾公平与效率的理性实践手段,它以人居环境科学为指导,帮助政府推进“人类命运共同体”从理想走向现实。以上海新城的规划建设实践为基础,探索城市人居环境建设开发实践的理论模型。Urban living environment is a complex system,and each urban living environment is a giant organism.Living environment planning and construction is a rational practical means that can take into account fairness and efficiency,which is guided by human settlement environment science to help the government to promote the"community of human destiny"from the ideal to the reality.Based on the development and construction practice of Shanghai New City,the theoretical model of the development practice of urban living environment is explored.
