摘　　要：当前,我国社会主要矛盾有了新的转变,农村扶贫工作也呈现出阶段性特征和显著变化。传统的旅游扶贫受限于扶贫的时代背景,贫困人口的基本诉求和利益被长期忽视,旅游扶贫开发更多地聚焦于区域经济发展,对旅游扶贫本质认识不深刻,导致旅游扶贫目标发生偏离,旅游扶贫理念不清晰,扶贫不精准等问题,削弱了旅游扶贫的效果。文章立足旅游扶贫的时代背景,紧紧抓住当前社会主要矛盾和新的历史方位,以民生理论为主要理论支撑,深入分析并总结了我国传统旅游扶贫过程中出现的问题,构建了新时代背景下我国贫困地区新的旅游扶贫理念及扶贫原则。In the post-poverty-alleviation era,new changes have taken place in the main social contradictions in China,and the work of poverty alleviation in rural areas has also shown periodic characteristics and significant changes.Traditional tourism poverty alleviation is limited to the era background of poverty alleviation.The basic demands and interests of poor people have been ignored for a long time.The development of tourism poverty alleviation focuses more on regional economic development.The lack of deep understanding of the essence of tourism poverty alleviation leads to deviation of the goal of tourism poverty alleviation,unclear concept of tourism poverty alleviation and inaccurate poverty alleviation,which weakens the effect of tourism poverty alleviation.Based on the era background of poverty alleviation by tourism,firmly grasping the main social contradictions and the new historical orientation,taking the livelihood theory as the main theoretical support,this paper thoroughly analyzed and summarized the problems in the process of poverty alleviation by traditional tourism in China,and constructed a new concept and principle of poverty alleviation by tourism in poverty-stricken areas in China under the new era background.
