摘　　要：近年来,随着全球局势的快速变化和"逆全球化"浪潮的兴起,传统政党力量逐渐式微。世界政党政治出现了诸如政党意识形态弱化、政党政治民粹主义盛行、政党传统功能遭受挑战等新变化,与此同时,政党也在危机中进行调整,从而酝酿出新趋势。在此背景下,探索新的政党政治发展方向,建构一个具有代表性、有效性和合法性的世界政党政治景气指数变得尤为关键。遵循情境性、平衡性、动态性和多元性原则,从"政党制度水平""政党体系治理"和"政党发展环境"三个维度出发,构建一个综合考察世界各国政党治理水平和政党发展前景的世界政党政治景气指数,在批判西方政党领域话语霸权的同时弘扬中国智慧。我们可以运用该指数总结一些国家政党长期执政的成功经验,比较研究中国的新型政党制度的绩效和差距,深化对政党执政规律的认识,不断完善党的执政理论,进而为世界政党政治的发展提供建议。In recent years,with the rapid change of the global situation and the rise of the tide of“anti-globalization”,the power of traditional political parties has gradually declined.New changes have emerged in world party politics,such as the weakening of party ideology,the prevalence of populism in party politics,and the challenge to the traditional functions of political parties.In this context,it is particularly critical for us to explore new development directions of party politics and construct a representative,effective and legitimate index of world party political prosperity.This paper follow the principle of situational,balance,dynamic and diverse,from“political party system”,“the governance of political party”and“political party development environment”three dimensions,construct a comprehensive inspection party governance and development prospects of world party political sentiment in the world,and discourse hegemony in the field of criticism of the western political parties at the same time to carry forward the Chinese wisdom.We can use this index to summarize the successful experience of some national political parties in long-term governance,compare and study the performance and gap of China‘s new political party system,deepen the understanding of the law of party governance,and constantly improve the party’s governance theory system,so as to provide Suggestions for the development of world party politics.
