摘　　要：新中国建设70年以来,价格机制作为市场体制机制探索与改革的关键,其变化始终与中国特色社会主义市场经济体制的探索与改革同步同频,灵敏表征了不同时期市场经济体制的基本样态,对推动不同时期市场经济体制探索与改革起到了显著作用。从历史维度进行考察,发现历经新中国70年经济建设与发展,我国的价格机制的运行实现了由以行政计划为主的集中统一管理到由市场决定价格的根本性转变,市场逐渐取代计划成为形成和调控价格的基础力量和主要手段。同时,随着中国特色社会主义市场经济体制改革探索的不断推进,我国市场价格宏观调控与管理机制日臻完善,中国特色社会主义法制(治)体系在市场价格机制改革中的作用亦愈发明显。在全面深化市场价格机制改革的新形势下,应更好发挥社会主义法制(治)体系,尤其是社会主义市场经济法治观及具体制度对价格机制改革的引领和保障作用,将“依法治价”贯穿于新时代我国市场价格机制创新改革的全过程,加快推进由“政策治价”向“依法治价”的全面升级。Since the construction of New China 70 years ago,the price mechanism has been the key to the exploration and reform of the market system.Its changes have always been synchronized with the exploration and reform of the socialist market economic system with Chinese characteristics,and it has sensitively characterized the basic state of the market economic systems.It has played a significant role in promoting the exploration and reform of the market economic system in different periods.From the perspective of historical dimension,it is found that after 70 years of economic construction and development in new China,the operation of the price mechanism in China has achieved a fundamental transformation from centralized and unified management with administrative planning to price determination by the market,and the market has gradually replaced planning as the basic force and main measure to form and regulate prices.At the same time,with the continuous advancement of the reform of the socialist market economic system with Chinese characteristics,the macro-control and management mechanism of market prices in China is improving day by day,and the role of the socialist legal system(the rule of law system)with Chinese characteristics in the reform of the market price mechanism has become more apparent.Under the new situation of comprehensively deepening the reform of the market price mechanism,we should give full play to the socialist legal system(the rule of law system),especially the concept and concrete system of the rule of law of socialist market economyin leading and guaranteeing the reform of the price mechanism.We will integrate“rule price control according to law”into the whole process of China's market price mechanism innovation and reform in the new era,and accelerate the comprehensive upgrade from“rule price control according topolicy”to“rule price control according to law.”
