促进科研人员成果转化的政策工具有效性验证——基于四川省的数据

摘　　要：本文从科研人员的视角出发,通过对文献研究和政策工具的文本分析,归纳出影响科研人员科技成果转化的因素,并提出相应假设;通过对四川省科研人员的大规模调研,运用logit回归分析找出促进科研人员科技成果转化的有效政策工具。研究结果表明:成果转化政策落实细化、成果转化风险免责、成果转化定价市场化、成果转化岗位设立对促进科技成果转化具有正向影响,但影响作用大小在不同性质单位中有所差异;而成果转化收益对科技成果转化的影响在所有类型单位中均不显著。From the perspective of scientific researchers,based on the large-scale survey data of scientific researchers in Sichuan Province,this paper uses logit regression analysis to identify effective policy tools to promote the transformation of scientific and technological achievements of scientific researchers.The research results show that:the implementation of the results transformation policy,the risk-free exemption of results transformation,the marketization of results transformation pricing,and the establishment of results transformation posts have a positive impact on the promotion of the transformation of scientific and technological achievements,but the degree of influence varies among different units;In addition,the impact of the income from the transformation of results on the transformation of scientific and technological achievements is not significant in all types of units.
