摘  要:为了对作战组织的指挥控制能力进行系统、全面评估,基于对指挥控制能力的分析,构建了包含分析判断能力、统筹决策能力、组织计划能力、控制协调能力以及指挥信息系统运用能力等5个方面的评价指标体系。分别应用模糊综合评价法、TOPSIS法和灰色关联分析法对指挥控制能力进行评价,并就其评价结果进行一致性检验。在保证评价结果具有一致性的前提应用算术平均值组合评价模型、Copeland组合评价模型以及漂移度组合评价模型分别进行评价,并通过Spearman相关系数法进行事后一致性检验,选出最佳的组合评价模型。最后,通过实例验证了方法的合理性。In order to evaluate the command and control capability of operational forces systematically and comprehensively,based on the analysis of command and control capability,an evaluation index system is constructed,which includes five as pects:analyzing and judging ability,overall decision making ability,organizing and planning ability,controlling and coordina ting ability and command information system’s applying ability.Fuzzy comprehensive evaluation method,TOPSIS method and grey relational analysis method are used to evaluate command and control capability separately,and consistency test of evalua tion results is carried out.On the premise of ensuring the consistency of the evaluation results,the combined evaluation model of arithmetic mean,the combined evaluation model of Copeland and the combined evaluation model of drifting degree are used to evaluate respectively.Then,the Spearman correlation coefficient method is used to check the consistency after the event,and the best combined evaluation model is selected.Finally,the rationality of the method is verified by an example.
