公平与效率视域下政府公共服务能力及其现代化评估框架

摘　　要：国家治理体系和治理能力现代化的推进是实现改革全面深化的必由之路与必然要求,公共服务能力现代化作为推进国家治理现代化的重要组成部分的建设研究也是当前研究的重点。全民参与、全民幸福是公共服务的现代化,透明负责的政府现代化也是公共服务的现代化,兼顾公平与效率更是公共服务现代化的必由之路。建立政府公共服务现代化评价指标体系对于实现公共服务现代化和提高政府公共服务能力有着一定的理论意义与现实意义。文章基于梳理相关研究文献的基础之上意图对政府公共服务能力及其现代化评估框架做相关探索。The modernization of national governance system and governance capacity is the only way and inevitable requirement to realize the comprehensive deepening of reform.The construction research on the modernization of public service capacity as an important part of the modernization of national governance is also the focus of current research.The modernization of public services is based on the participation and happiness of all people.The modernization of transparent and responsible government is also the modernization of public services.The establishment of relatively accurate evaluation index system of public service modernization has certain theoretical and practical significance for realizing the modernization of public service and improving the government's public service capacity.Based on the review of relevant research literature,this paper intends to explore the government's public service capability and its modernization evaluation framework.
