地方工程建设标准化面临的问题及对策——以重庆市为例

摘　　要：通过对比《中华人民共和国标准化法》等相关法律法规,分析重庆市工程建设标准化工作面临的问题,主要有标准化工作依据不完善、现行管理模式与法律法规不一致,只设推荐性地方标准不利于提升工程建设质量,团体标准及企业标准的认可度低,标准化工作智力支撑不强等。提出重庆工程建设标准化的发展对策,包括尽快修订发布《重庆市工程建设标准化工作管理办法》,组建重庆市工程建设标准化专业委员会,保障重庆市工程建设标准化工作有序推进。By comparing the relevant laws and regulations such as the Standardization Law of the People’s Republic of China,this paper analyses the problems faced by the standardization work of Chongqing’s engineering construction,such as the imperfect basis of standardization work,the inconsistency between the current management mode and laws and regulations,the fact that only the recommended local standards are not conducive to improving the quality of engineering construction,the low acceptance of group standards and enterprise standards,and the weak intellectual support for standardization work.Then,puts forward the development countermeasures of construction standardization in Chongqing,including revising and promulgating the management measures for construction standardization in Chongqing as soon as possible,and setting up a professional committee for construction standardization,so as to ensure the orderly progress of construction standardization.
