江苏借力港澳平台参与“一带一路”建设的思考

摘　　要：借力港澳参与“一带一路”建设,是江苏高质量推进“一带一路”交汇点建设的重要举措,也是促进苏港澳三地融合发展的现实需要。借力港澳地区的直接投资、市场渠道、金融平台、商贸促进机构、人脉资源等,苏港澳携手参与“一带一路”建设已经具有了开放合作先发优势、国际企业营运平台优势、产业和要素互补优势、专业服务业发展优势、科教发展优势五大优势。今后江苏借力港澳参与“一带一路”建设的重点在于携手拓展市场空间、产业合作“走出去”、境内外园区共建、科技交流、文化传播。围绕上述重点,须采取关键举措:加强顶层设计,构建务实高效的协调与合作机制;完善人才政策,优化创新创业的生态环境;支持江苏有关智库、中介机构与香港贸发局合作,设立“一带一路”综合信息服务平台;发挥商会协会作用,引导社会组织助力“一带一路”建设;创新法律服务,提升跨境商事调解仲裁效率和水平。Participating in construction of the“Belt and Road Initiative”by leveraging the strengths of Hong Kong and Macao is an important measure of Jiangsu to push forward the construction of the intersection of the“Belt and Road Initiative”with high quality,and also a realistic need to promote the integrated development of Jiangsu,Hong Kong and Macao.Through leveraging the strengths in direct investments,market channels,finance platforms,trade promotion agencies and interpersonal networks and others of Hong Kong and Macao,and joining hands with Hong Kong and Macao to take part in the construction of the“Belt and Road Initiative”,Jiangsu has gained five advantages,including the first mover advantage in the opening up and cooperation,the international business operation platform advantage,the complementary advantage of industries and factors,the professional service industry development advantage,and the scientific and educational development advantage.In future,the key to participation in construction of the“Belt and Road Initiative”by leveraging the strengths of Hong Kong and Macao is to jointly expand market space,“go global”hand in hand,cooperate on construction of industrial parks both at home and abroad,conduct scientific and technological exchange,and promote cultural transmission.Centering on the above points,key measures should be adopted:strengthen top-level design,and set up practical and highly efficient coordination and cooperation mechanism;improve talents policy,and optimize ecological environment of innovation and entrepreneurship;support the relevant think tanks and agencies to cooperate with Hong Kong Trade Development Council,and build“Belt and Road”general information service platform;let chambers of business and associations play their parts,and guide social organizations to fuel construction of the“Belt and Road Initiative”;innovate legal service,and promote the efficiency and level of cross border commercial affairs mediation and arbitration.
