摘　　要：特朗普上台执政以来,作为世界霸主的美国开始从以往对“制度霸权模式”的偏好,转向现在对“权力霸权模式”的偏好,将对国际经济治理体系制度化程度的选择,从“规则倾向性”降至“契约倾向性”,从而为谋取自身现时利益最大化释放了美国权力优势运用的空间,构成对现行国际经济治理体系的全面反动,并投下了最大的变数。然则,脱离霸权统治,回归治理本位,以“制度导向”为模式的国际经济治理体系仍将得以存续和发展。在人类命运共同体理念指引下,立基于国家间合作伙伴关系及互利共赢原则而创建的国际经济治理体系,为此提供了良好的方案,以“一带一路”建设对国际经济治理新体制的探索最为典型。In order to reach its own current benefit maximization,America shall release space for exercising its power superiority.For the international economic governance system,since Trump became president,as the hegemonic power in the world,America has started to turn from its former preference for“regime-hegemony model”to its current preference for“power-hegemony model”,accordingly,to make its choice of decreasing the level of institutionalization from“rule tendency”to“contract tendency”.Such transformation can be identified as a reaction to the existing international economic governance system and the biggest variable to the system.Nevertheless,to remove the hegemonic governance,and go back to the basis of governance,the“institution-oriented”international economic governance system can remain and develop.Guided by the ideal of Community of Shared Destiny of Mankind,China is providing its answer,that is,the international economic governance system can be built in the light of the notion of cooperative partner among countries and the principle of mutual benefit and win-win result,and the typical case in exploring for the new system of international economic governance is the Belt and Road Initiative.
