当代意大利电影制片补贴政策的失灵及启示

摘　　要：意大利政府提供电影制片补贴政策的意图在于激励意大利电影制片业的发展。在检视了意大利政府给具有国家文化利益和国家制作的电影提供不同补贴政策后,我们发现两种电影补贴政策都存在一定程度的失灵,其产业表现不及未获补贴的意大利电影,这与政府期望达成的文化和产业目标存在较大差距。对中国未来电影政策的制定而言,我们应吸取意大利电影补贴政策失灵的教训,通过制度的创新提高制片补贴的效用。The Italian government’s intention to provide film production subsidy policy is to stimulate the development of the Italian film industry. After reviewing the Italian government’s different subsidies for films with national cultural interests and national production, we found that there are some degrees of failure in the two film subsidy policies, and their industrial performance is not as good as the unsubsidized Italian film, which isn’t in line with government expectations on the cultural and industrial goals. As for the formulation of China’s future film policy, we should learn from the failure of the Italian film subsidy policy and improve the effectiveness of film subsidies through policy innovation.
