摘　　要：城乡居民基本养老保险是以打破城乡二元格局、实现人人老有所养为目标。不同层级政府在制度运行发展中责任的定位和履行,直接关系到制度实施的优劣及公民基本养老需求的满足。文章以当下政府在制度设计、财政供给、组织实施、监督管理几方面存在的问题出发,寻求提出明确政府责任定位、明晰政府财政责任、重构政府监管责任等对策,以期实现城乡居民基本养老保险政府责任的优化。The basic old-age insurance for urban and rural residents aims to break the dual pattern of urban and rural areas and support all the elderly.The position and implementation of different levels of government responsibility in the development is directly related to the advantages and disadvantages of system implementation and the satisfaction of citizens’basic pension needs.Based on the problems of the current government in terms of system design,financial supply,organization implementation,and supervision and administration,this paper seeks to put forward a clear position of government responsibility,clarify government financial responsibility,and reconstruct government supervision responsibility to optimize the government responsibility for basic old-age insurance for urban and rural residents.
