基于资源特点的湖镇一体发展模式探析——以永胜程海总体规划为例

摘　　要：程海既是云南省九大高原湖泊之一,也是长江中上游重要的水源地和生态涵养地,更是世界上生长天然螺旋藻的三个淡水湖泊之一。2016年9月24日永胜被列入国家重点生态功能区,程海的生态地位及保护意义更显重要而迫切。规划通过研究程海在云南省及大香格里拉环线中的作用及区域协作关系,充分发挥程海湖资源等优势,采取了“保护优先、绿色发展”的规划思路。在保护与修护自然生态环境的前提下,优先确定保护格局,划定生态敏感性格局与生态功能分区,控制人口容量,并制定湖体保育措施;构建区域联动机制,挖掘培养新型动能,以适度、绿色、低碳的方式助力程海经济发展;营造本土特色空间,打造宜居宜业的生活环境,以期为湖镇一体协同发展的模式提供参考。Chenghai is one of the nine plateau lakes in Yunnan province,an important water source and ecological conservation site in the upper and middle reaches of the Yangtze river.It is also one of the three fresh water lakes in the world where natural spirulina grows.On September 24,2016,Yongsheng was included in the National Key Ecological Functional Zone.The ecological status and protection significance of Chenghai are even more important and urgent.Through the study of the role of Chenghai in Yunnan Province and the Grand Shangri-La Line and its regional cooperation relationship,the plan takes full advantage of Chenghai Lake's resources and adopts planning ideas of"protection priority and green development".Under the premise of protecting and repairing the natural ecological environment,we should prioritize the protection pattern,delimit tecological function zoning,control the population capacity,and formulate the lake conservation measures.We also should construct regional linkage mechanism,excavate and cultivate new kinetic energy for the economic development of Chenghai in a moderate,green and low-carbon way,create local characteristic space,and create the living environment of livable.We hope to provide a reference for the coordinated development of the lake town.
