县域特色小镇培育路径探索及长沙县实践

摘　　要：县域特色小镇培育可有效规避我国特色小镇建设中的同质化现象。在对县域培育视角的科学性与必要性进行辨析的基础上,提出县域特色小镇培育存在特色产业选取难、梯队层级构建难、核心空间选址难与科学有效管理难的现实难题。基于此,该文构建培育路径:通过明确发展原则、建立选择标准和确定发展类型来选择特色产业;通过构建评价体系、进行价值评比和确定培育梯级来选定培育梯队;通过框定范围、比选位置和划定底线来选址发展空间;通过建立统筹协调机制、创新动态管理机制、完善保障配套机制和搭建要素汇集平台来创新管理机制。最后以长沙县进行实证。The cultivation of county-specific towns can effectively avoid the homogenization phenomenon in the construction of China’s characteristic towns. On the basis of discriminating the scientific nature and necessity of the county cultivation perspective, it is proposed that the county-specific towns have the difficulty in selecting the characteristic industries, the difficulty in constructing the echelon hierarchy, the difficulty in selecting the core space and the difficulty in scientific and effective management. Based on this, we build a cultivating path: selecting characteristic industries by clarifying development principles, establishing selection criteria and determining development types;selecting and cultivating echelons by constructing evaluation systems, conducting value appraisal, and determining grading steps;delineating the bottom line to select the development space. We establish an integrated management mechanism through the establishment of an integrated coordination mechanism, an innovative dynamic management mechanism, a sound support mechanism and a collection platform for building elements. Finally, the demonstration was conducted in Changsha County.
