摘　　要：梳理了上海社会办医相关政策,并从区域卫生规划不明晰、准入门槛设立过高、审批流程复杂不公开、监管不力等4个方面总结了社会办医领域问题。在对比浙江和深圳的经验和做法的基础上,有针对性地提出逐步放宽社会办医疗机构的规划限制、制定和公开审批基本流程和事项清单、推进市场准入审批制度改革、优化联合审批流程以及加强经营行为监管等政策建议。It teases relevant policy of non-public hospital in Shanghai.It summarizes issues from four aspects such as unclearof regional health planning,high of market access threshold,not public and complex of approval,and infective supervision in non-public hospital field.Base on the comparison the experience and practice in Zhejiang and Shenzhen,this paper suggests that the government should gradually broaden the planning restrictions of non-public hospitals,formulate and open a list of basic approval procedures,promote examination and approval system reform of the market access,optimize joint examination andapproval process and strengthen the supervision of business operations.
