摘  要:目的运用数据包络分析(DEA)模型对医院创新型科研团队的科研绩效进行评估和分析。方法以北京大学人民医院的7个创新型科研团队为研究对象,选择恰当的评估指标,运用数据包络分析BC2和C2R输出模型进行测算和分析。结果7个创新型科研团队整体科研绩效较高;有4个科研团队的综合效率、纯技术效率和规模效率均为1,构成了团队科研活动的生产前沿面,同时规模效益最优,无需调整。有两个科研团队仅技术有效,综合效率和规模效率无效,但是其综合效率和规模效率值非常接近1,可通过适当调整团队科研活动规模来实现整体技术有效。有1个科研团队既不是技术有效,也不是规模有效,同时规模效益递减,存在投入冗余和产出不足的情况,需根据评估结果进行合理调整。结论DEA模型可以对医院创新型科研团队科研绩效进行有效的评估和个体化分析;基于评估和分析结果,为团队负责人的团队管理和发展以及医院管理部门的策略制定提供依据。Objective To evaluate and analyze the research performance of innovative research teams in the hospital using Data envelopment analysis(DEA)model.Methods Seven innovative research teams in Peking University People's Hospital were selected as the research objects,and appropriate evaluation indicators were selected.Data envelopment analysis(DEA)BC2 and C2R output models were used to calculate and analyze.Results The overall research performance of seven innovative research teams are relatively high.The total efficiency,pure technical efficiency and scale efficiency of the four research teams are all 1;they constitute the production frontier of the team's research activities,while the scale benefits are optimal and no adjustment is needed.2 research teams are only in technical efficiency,while the comprehensive efficiency and scale efficiency not DEA efficient.However,the comprehensive efficiency and scale efficiency are very close to 1.The overall technical efficiency can be achieved by appropriately adjusting the scale of the team's research activities.1 research team is neither DEA efficient in technical efficiency nor scale efficiency,and has a decreasing return to scale.There are situations of inputs redundancy and outputs insufficient,which need to be adjusted reasonably according to the evaluation results.Conclusions The DEA model can effectively evaluate and provide individualized analysis of the scientific research performance of innovative research teams in hospitals.Based on the evaluation and analysis results,it provides a basis for team management and development of team leaders and strategy formulation of hospital management departments.
