摘　　要：重庆市第九人民医院响应国家促进西部大发展中西医并重政策,探索并形成低成本支撑下欠发达地区中等规模医院差异化高速发展模式。介绍了重庆市医院成本管理研究中心创建及其对医院成本管理的创新贡献,重点阐释了重庆九院以战略性医院成本管理为抓手,成立医院成本管理研究中心;以差异化发展为导向,在国有资源重组、医院分配机制、健康教育模式、三甲医院直接兴办社区卫生服务、平衡计分卡管理工具运用、创建研究平台等方面进行的一系列理论与实践探索,以及取得的卓越成效。In order to respond to the policy of paying equal attention to traditional Chinese medicine and modern medicine in the process of promoting the great development of western China,Chongqing Ninth People's Hospital has explored a differentiated high-speed development mode of medium-sized hospitals in developing regions with low-cost support.And in particular,it has made innovative contributions to the strategic hospital cost management.Through the introduction of the establishment of Chongqing hospital cost management research center and its innovative contribution to hospital cost management initiated by Chongqing Ninth People's Hospital,the author particularly expounds the establishment of the first hospital cost management research center by taking strategic hospital cost management as the focal point,carries out a series of theory and practice exploration in aspects of state-owned resources reorganization,individual allocation mechanism,health education model,top tertiary hospital directly setting up community health service,the adoption of balanced scorecard management tool and the building of a research platform and forms a characteristic reform and innovation mode and has got great effectiveness.
