摘　　要：我国一些地区在公共资源交易领域逐步开始推行“不见面开标”模式,但是投标文件远程解密失败一直未形成各方面一致公认和接受的救济方案。文章利用Hash校验的一致性原理,探讨了一种在“不见面开标”场景下,CA解密失败发生后,投标人可另行递交一份经Hash校验检测通过的与原始投标文件严格保真的镜像投标文件,从而实现对文件解密失败救济的目的。In some areas of China,the mode of“none face-to-face bidding”has been gradually implemented in the field of public resources trading.However,the failure of remote decryption of bidding documents has not yet formed a unanimously recognized and accepted relief scheme in all aspects.Based on the consistency principle of Hash check,this paper discusses a kind of mirror bidding document which is strictly fidelity with original bidding document after the failure of CA decryption in the scene of“none face-to-face bidding”,so as to realize the purpose of relieving the failure of decryption.
