摘　　要：文章总结了深圳市科技创新发展的成功经验,对比分析了南通市在财政投入力度、鼓励开展关键技术攻关和基础研究的政策以及重大创新平台建设上的差距,并对南通市科技政策,特别是科技发展资金的投入方式和配置提出了对策建议。This paper summarizes the successful experience of Shenzhen's scientific and technological innovation development,compares and analyzes the policy of Nantong in financial investment,the policy of encouraging key technology research and basic research,and the gap in the construction of major innovation platforms,and puts forward some countermeasures and suggestions on Nantong’s scientific and technological policy,especially the investment mode and allocation of funds for scientific and technological development.
