摘　　要：应急决策在非常规突发事件处置过程中起着至关重要的作用,快速有效的应急决策能够提高应急响应效率、降低事件造成的损害。在非常规突发事件应急决策机制相关概念的基础上,结合管理机制设计理论,通过分析应急决策机制中的参与者、机制设计目标,从环境约束、制度保障与运行模式三方面设计非常规突发事件应急决策机制,以期为非常规突发事件应急决策工作的有效展开提供理论支撑。Rapid and effective emergency decision-making can improve the efficiency of emergency response and reduce the damage caused by the unconventional emergencies,which plays an important role in the emergency disposal.Based on the relevant concepts of unconventional emergencies and the theory of management mechanism,this article designs an emergency decision-making mechanism from three aspects,environment restriction,system security and operational mode,through analysis of the participants and purposes of the emergency decision-making mechanism,for providing theoretical support for the effective development of decision-making in unconventional emergencies.
