摘  要:交通警察执法实践环节中仍然存在诸多困境和问题,交通乱象、交通行为人干扰执法、袭警等行为都给交警执法造成了困境,同时交警执法中还存在执法规范的规则运用不完善、武器和警械使用不足、非现场执法存在瑕疵等问题。当然,这些问题的出现既受到执法环境变化、道路交通安全防范意识薄弱、道路交通基础设施建设不健全等客观因素的影响,也受到教育培训欠缺、执法监督效能较差、职能交叉等管理因素的制约。新时期创新交警执法治理工作,应从转变管理理念、加强教育训练、营造和谐的执法环境、强化执法监督、建设智慧交通警务模式等方面入手,提高交警执法水平和效能,打造交通治理新格局。In the practice of traffic law enforcement,there are not only many difficulties caused by traffic chaos,interfering with traffic law enforcement and assaulting traffic police,but also some problems such as incomplete application of standard procedure in traffic law enforcement,insufficient use of weapons and police equipment,and the imperfection in off-site law enforcement.The emergence of these problems is affected by objective factors such as changes in the law enforcement environment,weak awareness of road traffic safety,and imperfect construction of road traffic infrastructure.It is also subject to the constraint of some management factors such as lack of education and training,poor efficiency of law enforcement supervision,and overlapping functions.In the new era,efforts shall be made to innovate traffic law enforcement and traffic governance by changing management concepts,strengthening education and training,creating a harmonious law enforcement environment,strengthening law enforcement supervision,and building a smart traffic policing mode so as to improve the law enforcement capability and effectiveness of traffic police,and create a new pattern of traffic management.
