摘　　要：我国警务运作现实中对刑事小案曾有忽视,当前小案的高发态势还没有得到有效遏制。我国法学界提出了刑事一体化观念,其意在催发整体、系统地控制犯罪。站在更高的刑事一体化视角,结合犯罪整体治理理论,才能应对如此困境。刑事小案不能仅仅从刑法上的罪刑结构或侦查学中的侦查效率等角度做单纯理解,应当将社会预防、情境预防、刑罚预防、侦查控制、立法变革等所有刑事相关内容融合,形成一体化的整体治理机制。In the reality of China’s police operation,minor criminal cases have been ignored,and the trend of high ocurrence of minor cases has not been effectively contained.?The concept of criminal integration has been put forward in the field of law in our country for the purpose of controlling crime in an integrated and systematic way.Standing in a higher perspective of criminal integration,combined with the theory of integrated crime governance,we can deal with such a dilemma.Minor criminal cases should not be simply understood from the perspective of crime structure under criminal law or investigation efficiency in investigation science,but should be integrated with all relevant criminal contents such as social prevention,situational prevention,penalty prevention,investigation control and legislative reform to form an integrated overall governance mechanism.
