摘　　要：第三方警务理论因应了社会控制转型背景下的世界警务发展趋势,对完善犯罪防控理论、指导社会治安防控实践具有重要借鉴意义。充分论证第三方警务理论基础,厘清第三方警务组织、制度、运行要素内涵,并通过对治安防控中适用性、警务实践中存在问题及实现路径的具体考察,推动第三方警务在治安防控中的本土化进程,以期实现良性的社会控制。The third-party police theory is of great reference significance for improving the theory of crime prevention and control and guiding the practice of public security prevention and control,responding to the trend of police development in the world under the background of social control transformation.We shall fully demonstrate the theoretical basis of third-party police,clarify the connotation of third-party police organization,system and operation elements,and promote the localization process of third-party police in public security prevention and control through the specific investigation of the applicability of public security prevention and control,the problems existing in police practice and the realization path,so as to realize social control in good order.
