摘 要:为客观评估天波超视距雷达的作战效能,根据天波超视距雷达作战任务和工作特点,构建了作战效能评估指标体系;在传统层次分析法仅考虑指标在垂直层次上重要程度的基础上,考虑同一层次上各指标的相互影响和制约关系,构建了带约束条件的效能函数和指标邻接关系矩阵,提出了基于改进型层次分析法的效能评估模型.实例分析表明,该评估模型能较全面、科学地评定天波超视距雷达的作战效能,为兵力运用和指挥决策提供一定的参考依据.In order to objectively evaluate the operational effectiveness of sky wave over-the-horizon radar(OTHR),this paper establishes the index system of operational effectiveness evaluation based on the operational tasks and operational characteristics of sky wave OTHR.On the basis of the traditional analytic hierarchy process(AHP),which only considers the importance of indicators at the vertical level,the paper takes into account the mutual influence and restriction relationship of indicators at the same level,and then constructs the efficiency function and index adjacency relation matrix with constraint conditions,and finally proposes the efficiency evaluation model based on improved AHP.The case analysis shows that the proposed model can evaluate the operational effectiveness of sky wave OTHR comprehensively and scientifically,which provides some reference for force deployment and command decision-making.
