边疆治理现代化视域下的文化戍边方略

摘　　要：推进边疆治理现代化,需要设计和实施治边方略体系,其中文化戍边方略是最重要的治边方略。文化戍边方略就是利用戍边文化所具有的“内化于心、固化于制、外化于行”的机理,对边疆各种社会主体复杂多元的思想意识和行为予以正确引导、合理疏导和有效规约,并以此达到守边、治边、护边、稳边、强边的功效。文化戍边方略对边疆治理走向法治化、民主化、科学化、高效化、协同化、精细化具有积极促进作用。推行文化戍边方略,首先需要凝练和创建具有戍边功能的文化价值体系。其次,需要构建完备的文化传承和传播体系。To modernize border governance,it is necessary to design and practise a scheme of borderland governance,the most important part of which is the policy and strategy of cultural borderland defense.Borderland defense culture is characterized by the mechanism of“internalized consciously,solidified systematically and externalized behaviorally”.Taking advantage of the mechanism,the policy and strategy of cultural borderland defense is to guide and regulate the multiple ideologies in the borderland so as to protect,govern,stabilize and strengthen the borderlands.The policy and strategy of cultural borderland defense plays important role in achieving legitimized,democratic,scientific,efficient,collaborative and meticulous governance of the borderlands.To implement the policy and strategy of cultural borderland defense,we need first to create a value system with the function of borderland defense and then to build up a complete system of cultural inheritance and dissemination.
