摘　　要：[目的/意义]作为美国重要的主流智库之一,传统基金会在美国北极决策体系当中扮演着不可忽视的角色,对美国北极政策的制定施加重要影响。对传统基金会的北极传统安全问题研究进行剖析和总结,有助于我们更好地研判和评估美国北极政策走向。[方法/过程]本文对冷战后传统基金会发表的有关北极传统安全问题研究的代表性成果进行解读,分析其研究特点和政策影响。[结果/结论]研究发现,传统基金会的诸多政策主张在政府文件中得到体现,对美国北极政策的演进产生了重要影响。[Purpose/significance]As one of the important mainstream think tanks in the U.S.,the Heritage Foundation plays a non-negligible role in the U.S.Arctic decision-making system and exerts important influences on the formulation of the U.S.Arctic policy.The analysis and summary of the Heritage Foundation’s Arctic traditional security research will help us judge and evaluate the U.S.Arctic policy better.[Method/process]This paper interprets the representative results of the study on Arctic traditional security issues published by the Heritage Foundation after the Cold War,and analyzes its research characteristics and policy impact.[Result/conclusion]It concludes that many policies claimed by the Heritage Foundation are reflected in the government documents,which have had important impacts on the evolution of the U.S.Arctic policy.
