摘　　要：推动乡村振兴,开启乡村治理,建设美丽乡村。通过分析云南农业面源污染物资源综合利用、集中式畜禽养殖粪污减量排放和美丽乡村建设污染物综合整治项目实例发现,在实现污染物资源化利用、价值链提升和乡村环境治理中,科技创新和提质增效是农业面源污染物资源化综合利用的核心竞争力,而集中式畜禽养殖粪污减量排放的科技创新体系对治理乡村污染具有破壁作用。在基层乡村污染治理中需要有较强的组织能力和执行能力,党建引领是核心,政府主导是保障,村民参与是动力。只有综合运用各种有力措施,建立健全多方参与和全社会受益的运行机制,才能实现美丽乡村污染治理的绿色持续发展。Promote rural revitalization,initiate rural renovation and build beautiful countryside.This paper analyzes the project case of comprehensive utilization of agricultural non-point source pollutant resources,centralized reduction of manure pollution in centralized livestock and poultry breeding,and comprehensive remediation of beautiful rural construction pollutants.It shows that in the realization of pollutant resource utilization,value chain upgrading and rural environmental governance,scientific and technological innovation and quality improvement are the core competitiveness of the comprehensive utilization of agricultural non-point source pollutants.Scientific and technological innovation system for centralized reduction of manure pollution in centralized livestock and poultry breeding has a destructive effect on the control of rural pollution.In the grassroots rural pollution control,it needs to have strong organizational and executive capabilities,party building leadership is the core,government leadership is the guarantee,and villager participation is the driving force.Only by comprehensively utilizing various effective measures and establishing the operational mechanism of multi-participation and benefit to the whole society can we realize the green sustainable development of pollution control in beautiful countryside.
