摘　　要：设区的市的地方立法,其目的必须明确和正当,必须遵循法律原则、特色原则和科学原则,强化立法机关的能力和提高立法人员的素质,不得超越法定权限和突破法定范围,严格立法过程的提案、审议和通过等程序,依法进行审查和正确处理审查结果。The local legislation of prefecture-level city must be explicitly and justly aimed at following the laws,special and scientific principles,intensifying legislatures capacity and improving judicial staff's quality.Efforts need to be made to strictly review the proposals,deliberations and approvals throughout legislation procedure without surpassing legal limits and legal scope,examine and appropriately handle investigation results.
