摘 要:当前国家调整交通运输结构以提高综合运输效率及中国铁路货物运输发展等情况均属于大势所趋,影响柴油消费量下滑趋势的因数在相当一段时间内将难以扭转。文章讨论了国内消费柴汽比下降的原因,指出我国柴汽比不断下降造成的石油工业大进大出格局,也就是炼油行业"两头在外"的局面不仅给我国石油供应安全带来压力,在某种程度上也把炼油加工能耗、环境污染等问题留在了国内,为此必须选择适合国情的柴汽比。提出扩大车用柴油用途,重视民用清洁柴油轿车开发,优化调整是主要解决方案之一。In China’s current transportation structure readjustment the general trend is towards higher comprehensive transportation efficiency and railway freight transportation, and the factors behind the falling diesel consumption will be difficult to reverse for some time. This paper discusses the causes of the decline in domestic diesel-gasoline consumption ratio, and points out that, the situation of the massive oil-import and fuel-export stoked by the declining diesel-gasoline ratio in China’s refining industry with both ends(resource and market) outside the country, not only brings pressure on China’s oil supply security, but also leaves problems like energy consumption and environmental pollution from oil processing in China. Therefore, a diesel-gasoline ratio suitable for China’s conditions must be identified. A major solution proposed in this paper is to expand the use of motor diesel, pay attention to the development of clean diesel cars, optimize and readjust diesel-gasoline consumption ratio in line with China’s conditions.
