摘 要:从组织衰退及其治理理论的视角来看,在完全可治理的逻辑预设下,当前我国治理弱势高校的整体格局呈现出明显的政府主导取向。但在缺乏有效市场竞争,尤其是退出机制缺位的促进性治理框架下,现行施策方案的实际治理效果不仅较为有限,甚至不利于弱势高校自主启动真正有效的组织改进。基于此,在弱势高校治理问题上,我国政府首先应该修正治理假设,进而调整单向度的治理格局,另外还有必要增加新的治理工具。From the perspective of organizational decline and its governance theory, the overall governance pattern of weak universities in China now presents an obvious government-leading orientation under the completely governable logic presupposition. However, in the lack of effective market competition, especially in the framework of facilitative governance with absence of exit mechanism, the current policy implementation not only has a relatively limited governance effect, and it is even not conducive to weak universities to initiative truly effective organizational improvement. Based on this, on the issue of governing weak universities, the Chinese government should first amend the governance hypothesis, and then adjust the one-dimensional governance pattern.
