摘　　要：垃圾分类制度的实施有助于资源节约型和环境友好型社会建设,居民垃圾分类会从源头影响生活垃圾处理,并从上至下影响整个产业链。为了实现服务持续供给、反映经营条件变化,在PPP项目合作中,应该根据居民分类行为对垃圾处理服务产生的影响调整价格。同时,也应该通过合理的调价机制激励社会资本推进垃圾分类制度实施。本文以提升可回收垃圾比例为目标,以利润率规制和激励社会资本落实垃圾分类制度为条件,构建生活垃圾处理PPP项目调价模型。研究表明:垃圾分类制度实施会改变社会资本原有的成本结构和成本总额,可回收垃圾的出售将给社会资本带来现金流入。所以,应该通过将垃圾分类指标纳入PPP项目调价指标体系,适度调整利润率上限和积极推进“两网融合”,促进垃圾分类制度实施,实现PPP项目的规范运营。The implementation of the garbage classification system contributes to the construction of a resource-saving and environment-friendly society.The garbage classification behavior of residents will affect the domestic garbage treatment from the source and affect the entire industrial chain from top to bottom.In order to achieve continuous supply of services and reflect changes in operating conditions,in the PPP project cooperation,the price should be adjusted according to the impact of the classification behavior of residents on the garbage disposal service.At the same time,social capital should be encouraged to promote the implementation of the waste sorting system through a reasonable price adjustment mechanism.The article aims to improve the proportion of recyclable garbage,and builds a PPP project price adjustment model for domestic garbage treatment based on the regulation of profit rate and incentives for social capital to implement the waste classification system.Studies have shown that the implementation of the waste sorting system will change the original cost structure and total cost of social capital,and the sale of recyclable waste will bring cash inflows to social capital.Therefore,it is necessary to promote the implementation of the garbage classification system by strengthening the collection of domestic waste treatment cost information and actively promoting the“two networks integration”to realize the standardized operation of PPP projects.
