因俗而治与一体化:唐代羁縻州与唐王朝的政令法令

摘　　要：唐代设置羁縻州,实行了内地与非汉地区地方行政体制的一体化,原则上羁縻州与经制州同为唐推及政令、法令的区域,只不过唐在羁縻州推及政令、法令是分层次而言的。从羁縻州的郡县属性而言,唐原则上在羁縻州与经制州中要推行其共同遵守的约束性法令;在此前提下,尽管羁縻州区域广大,内部情况复杂,在施政方面,唐原则上又要不同程度地推及统一的政治、制度、法律。从羁縻州的特殊性而言,唐又根据不同地区具体情况,针对性推行政令、法令。唐在羁縻州施政,兼具"因俗而治"的特殊性与行政体制一体化的共同性。In the Tang Dynasty, Jimi prefecture was established and the integration of the local administrative systems in the non-Han and inland areas was implemented. In principle, both the Jimi and the Ordinary prefectures promoted the Tang Dynasty and the government decrees, except for the promotion of government decrees in the Jimi prefecture. As far as the county properties of the Jimi state are concerned, binding ordinances that they are obliged to adhere to are generally enforced in Jimi and the ordinary states. Secondly, on this premise, despite the vast area of the Jimi state, the internal situation is complicated and the management is concerned, in principle the unified political, institutional and legal systems must be promoted to varying degrees. In terms of the particularity of the Jimi state, the government decrees are also targeted according to the specific conditions in different regions. The Tang Dynasty dominates the Jimi state, combining the commonalities of governing by custom with the administrative system.
