最低收购和价格补贴政策能提升农户福利效应吗?——基于小麦主产区5省份1996—2016年面板数据的测算

摘　　要：本文根据小麦主产区5个省份1996-2016年的面板数据,考察了最低收购和价格补贴政策对农户福利变化的影响,同时通过对收入效应和替代效应的分析,进一步明晰了价格补贴政策对麦农福利效应影响的路径。研究发现:1996-2016年期间,最低收购和价格补贴政策的执行,在整体上并没有显著提升农户福利效应,更多的是起到了稳定麦价和农户福利效应的作用;价格补贴政策引起的收入效应能显著提升农户福利水平,而替代效应则没有发挥应有的作用;主产区5省份麦农的长短期福利走势相似,但自2004年之后,各省农户短期福利效应普遍高于长期福利效应,同时省际间也存在较大的差异性。保持并深化价格补贴政策、价格政策的差异化实施和农户生产经营环境的优化可能是提升麦农福利效应的有效解决之策。Based on the panel data of five provinces in the main wheat-producing areas from 1996 to 2016,this paper investigates the impact of minimum purchase and price subsidy on farmers’welfare.Meanwhile,through the analysis of income effect and substitution effect,it further clarifies the path of the impact of price subsidy policy on farmers’welfare effect.The study found that during 1996-2016,the implementation of the minimum purchase and price subsidy policy did not significantly im-prove the welfare effect of farmers on the whole,but played a more important role in stabilizing wheat prices and farmers’welfare effect;The income effect caused by price subsidy policy can significantly improve the welfare level of farmers,while the substitution effect does not play its due role;The short-term and long-term welfare trends of wheat farmers in the five provinces of the main producing areas are similar,but since 2004,the short-term welfare effects of farmers in each province are generally higher than the long-term welfare effects,and there are also great differences among prov-inces.Maintaining and deepening the price subsidy policy,the differential implementation of price policy and the optimization of farmers’production and operation environment may be effective solutions to enhance the welfare effect of wheat farmers.
