摘　　要：在2020年日本东京奥运会来临之际,深入了解日本备战奥运会的“全日本体制”内容与特征,对于我国更加全面地备战奥运会及驱动新时代竞技体育的发展具有重要意义。研究认为:1)日本体育厅的成立实现了奥运会人才培养、场馆设施建设、环境优化的统一管理,“铃木计划”的分阶段实施助推实现进入金牌榜前三的战略目标,“体育基本计划”(第二期)的实施旨在提升国民体育运动参与率、增强竞技体育国际竞争力;2)日本备战奥运会经费激增,来源途径多元,历年经费预算配置出现新变化,竞技体育事业提升、装备扩充、竞赛项目据点强化成为经费投入重点内容;3)为备战东京奥运会改善和扩充训练设施,包括改建国家训练中心、增设地方集训基地。此外,全新的人才培养机制涵盖了人才挖掘·培养计划(TID)、日本新星计划(J-STAR)、希望之星海外强化训练扶持计划等。In the context of preparing for Tokyo 2020 Olympic Games, we should deeply understand the content and characteristics of Japan’s"All Japan System"in preparing for the Olympic Games, and it is of great significance for our country to prepare for the Olympic Games more comprehensively and drive the development of competitive sports in the new era. The research concludes that: 1) the establishment of the Japan Sports Agency has realized the unified management of training of sports athletes, stadium construction and environment optimization,the phased implementation of the Suzuki Plan boosts the strategic goal of entering the top three of the gold medal table, and the implementation of the Basic Plan for Sports(Phase Ⅱ) aims to increase the participation rate of national sports and enhance the international competitiveness of competitive sports;2) Japan’s funds have been surged preparing for the Olympic Games,there are many sources of sports funds. New changes have taken place in the allocation of funds and budgets, the key areas of fund investment consist of the promotion of competitive sports,equipment expansion, and competition projects strengthen;3) in order to prepare for the Tokyo Olympic Games, the training facilities have been improved, including the reconstruction of the national training center and the addition of local training bases. In addition, the new athlete training mechanism covers the talent identification and development(TID), the Japanese rising star program(J-STAR) and the hope star overseas intensive training and support program.
