摘　　要：一个经济体的发展有赖于相应体制机制的共同作用。目前,中国经济已由高速增长阶段转向高质量发展阶段,创新对高质量发展的驱动机制已成为一项重大发展需求。本文剖析了经济高质量发展的概念,从宏观与微观层面界定了其内涵,认为经济高质量发展是一个动态过程,要实现经济高质量发展的目标需要加快市场供需的匹配速度与效率,同时依靠创新提高整个社会的全要素生产率和资源要素的整体协同。基于国内外高质量发展的理论与实践,对影响经济发展过程的相关要素及其联系进行了系统分析,构建了创新驱动经济高质量发展的机制模型,为深入分析经济发展过程中的发展质量、效率与动力之间的关系提供了一个系统框架,从加快核心技术创新、加大创新人才培养与激励、提高创新资金支持力度与投资效率、加强市场与政府相互协作方面提出了创新驱动经济高质量发展的战略措施。The development of an economy depends on the interaction with the corresponding institutional mechanisms.At present,the economy of China has shifted from a high-speed growth stage to a high-quality development stage.This paper analyzes the concept of high-quality economic development,defines its connotation at macro and micro levels,and suggests that high-quality economic development is a dynamic process.To achieve the goal of high-quality economic development,it is necessary to speed up the efficiency of matching a market supply and demand,at the same time,relying on innovation to improve the synergy effect of total factor productivity and resource elements across the society is also important.Based on the theory and practice of high-quality development at home and abroad,this paper builds a mechanism model for developing an innovation-driven and high-quality economy,by systematically analyzing the relevant factors and their links that affect the process of economic development.It provides a system framework for analyzing the relationships between quality,efficiency and power of development in the process of economic development.Besides it puts forward strategic measures for the innovation-driven and high-quality development in terms of accelerating core technology innovation,increasing innovation talent training and incentives,improving innovation funding support and investment efficiency,and strengthening market and government collaboration.
